He currently serves as the Managing Director of Diag-Net Global Consulting ( www.diag-net.org ) , a global consultancy firm that provides strategic advisory services in diagnostics optimisation, laboratory governance, and health systems strengthening to governments and international partners. Dr Elbireer previously held the position of Chief Executive Officer (CEO) at the African Society for Laboratory Medicine (ASLM) , where he led continental programs to enhance quality management, laboratory accreditation, and capacity building in collaboration with the WHO , Africa CDC , Global Fund , USAID , and other key stakeholders. Throughout his career, he has worked extensively to strengthen diagnostic systems in low- and middle-income countries, focusing on national laboratory policies, diagnostic network optimisation, and sustainable quality systems. His leadership and mentorship continue to influence laboratory professionals across the African region, with a focus on Sudan. Qualifications Dr. Elbireer holds a PhD and an MBA, and is a US-certified diagnostics professional by the American Society for Clinical Pathology (ASCP), a Global Certified professional in Healthcare Quality (CPHQ) and a Project Management Professional (PMP) , combining technical laboratory expertise with executive-level management and policy experience.
